Every adena trade between players pays 5% and every server service paid in adena pays 10% into the treasury. Half of it feeds the lottery jackpot at once, the other half is paid out every Sunday to the owners of castles, fortresses and clan halls. Nobody keeps it: the treasury is a ledger, not a bank.
The treasury activates with the next server restart.
